I recently had someone calling me over the phone and asking me technical questions about my company. I'm happy to talk to new people but why would I bother with someone who's plainly robbing my time and annoying me?

First rule is have something to say. It's ok to cold call someone in certain circumstances but you have to add in value to the conversation.
Second is to show you're a nice person. No one like being with an annoying person, even if it's a friend. Show interest in whatever's going on and create a positive interaction.
Third is that networking is harder than you think. Do it everyday a little, and throughout the day. Any contact is a potential contract!
